    Had Sandy delivered the kind of damage to Philadelphia that it left behind in neighboring New York and New Jersey, the presidential game would have been changed. Even if elections officials in hard-hit areas can create accessible and well-staffed polling places, getting beleaguered storm sufferers to vote is a whole other problem.

  2. Herman Cain brought his College Truth Tour to Temple University in Philadelphia, Pennsylvania on Friday.

    Cain spoke of the new problems facing young voters and advised to students to stay informed about political issues and stay in school.

    "I dare all of you not to graduate, or I’m going to come back and you’re going to have to deal with me," warned Cain. Amid his message to students, the former Republican presidential candidate couldn’t resist promoting his famous 9-9-9 tax plan.

    The Nutter administration has decided not to follow the lead of Montgomery and Allegheny counties in issuing photo-ID cards for Philadelphia voters through county nursing facilities or Philadelphia Community College.

    The city Law Department is not certain such IDs will be accepted at polling places and the city intends to use its limited resources in other ways to help registered voters who will need photo ID  to cast ballots in November, said Brian Abernathy, chief of staff in the city managing director’s office.
